BRICS@20: India Hosts Foreign Ministers in Delhi, Iran Seeks Mediation

CURRENT AFFAIRS | MAY 13, 2026

Russian Foreign Minister Sergey Lavrov and Iranian Foreign Minister Abbas Araghchi arrived in Delhi on 13 May 2026 for the BRICS Foreign Ministers’ Meeting on 14–15 May. India, holding the 2026 BRICS Chairship, has set the theme — “BRICS@20: Building for Resilience, Innovation, Cooperation and Sustainability”. The 11-member expanded bloc meets at Bharat Mandapam, with Iran seeking India’s mediation on the West Asia crisis. Notably, Chinese FM Wang Yi will skip the meet (clashing with Trump’s Beijing visit) — China is represented by Ambassador Xu Feihong.

Constitutional & Legal Framework

  • UN Charter Art 2(1) and 2(7) — sovereign equality and non-intervention; the rhetorical backbone of BRICS communiques.
  • BRICS Charter (informal) — rotating chair, consensus decision-making, no permanent secretariat.
  • New Development Bank (NDB) — Fortaleza Declaration 2014; HQ Shanghai; African Regional Centre Johannesburg.
  • Contingent Reserve Arrangement (CRA) — USD 100 bn; short-term BoP liquidity, parallel to IMF.
  • WTO & Reformed Multilateralism — BRICS reiterates UNSC reform with India, Brazil, South Africa seeking permanent seats.

Why It Matters for CLAT 2027

Possible passage angles:

  • India’s role as a “bridge” between Russia/Iran (BRICS) and the West (Quad/G7+) — multi-alignment.
  • BRICS expansion (Jan 2024) — legal/diplomatic implications of Egypt, Ethiopia, Iran, UAE joining; Saudi Arabia status.
  • Goa Declaration 2016 (CLAT chestnut) — India’s anti-terror push at BRICS.
  • NDB and CRA as parallels to Bretton Woods institutions; India contributed 20% capital share to NDB.
