DAILY NEWS WRAP | 5 NOVEMBER 2026
Eight stories from 3 to 4 November 2026 that a CLAT, UPSC or SSC aspirant can revise from: a two-year extension for Agniveers, a Rs 14,500 crore energy-storage scheme, a Supreme Court ruling on States’ additional sales tax, the US midterm result, a South Korean appeals-court verdict, India’s services PMI, Iran’s claimed Hormuz exemption and Delhi’s air quality.
1. Cabinet gives Agniveers a two-year extension
On 4 November 2026 the Union Cabinet decided to offer the 75% of Agniveers who are not absorbed after their 4-year tenure a 2-year engagement period, taking service to 6 years. Willing Agniveers who meet objective selection criteria will then be enrolled in the armed forces as regular soldiers. Under the original Agnipath scheme only 25% were to be retained. Pay is Rs 43,500 a month in year 5 and Rs 47,500 in year 6.
2. Rs 14,500 crore Viability Gap Funding for energy storage
On 4 November 2026 the Union Cabinet approved a Rs 14,500 crore Viability Gap Funding (VGF) scheme for grid-scale energy storage for 2026-27 to 2030-31. It supports 92 GWh of new capacity: 60 GWh pumped hydro, 30 GWh battery storage and 2 GWh other technologies, with total investment of about Rs 97,600 crore. The target is 411 GWh of grid-scale storage by 2031-32.
3. Supreme Court: States can levy additional sales tax
On 4 November 2026 a 7-judge Constitution Bench headed by CJI Surya Kant held unanimously that the 1974 ruling in S Kodar vs State of Kerala, a 5-judge Constitution Bench decision upholding States’ power to levy additional sales tax or surcharge computed as a percentage of sales tax, continues to hold the field. The reference, made nearly 27 years ago, had become academic after the GST law came into force.
4. Democrats win the US House in the midterms
In the US midterm elections held on 3 November 2026, CNN and CNBC projected a Democratic majority in the House of Representatives. It gives the opposition the power to block the President’s legislative agenda and launch investigations. All 435 House seats, 35 of the 100 Senate seats and 36 State governorships were up for election.
5. South Korean appeals court upholds ex-President’s conviction
On 4 November 2026 the Seoul High Court upheld former President Yoon Suk Yeol’s 18-month prison sentence, suspended for 3 years, for false statements as a candidate before the March 2022 election. If the verdict is finalised, the election win is nullified and the People Power Party must return 39.7 billion won (about $29.6 million) in campaign expenses. His lawyers said they will appeal to the Supreme Court.
6. India’s services PMI hits a four-month high
The HSBC India Services PMI Business Activity Index rose to 55.8 in October 2026 from 55.2 in September, the strongest expansion in four months. A reading above 50 indicates expansion and below 50 contraction. Input cost inflation eased and international sales growth weakened.
7. Iran says ships from India are exempt from Hormuz curbs
An Iranian parliamentary committee deputy chairman said on 3 November 2026, in an interview with the Iranian Students’ News Agency, that Iran has exempted ships from India, China, Iraq and Qatar from Strait of Hormuz transit restrictions and that the Indian exemption helps medicine imports from India. This is an Iranian claim with no independent confirmation. India imports almost 90% of its crude oil and about 30% of these imports pass through Hormuz.
8. Delhi’s air quality turns very poor
Delhi’s Air Quality Index stood at 373 at 7:05 am on 4 November 2026, in the ‘very poor’ category, against 350 on Tuesday, the worst in 287 days; 21 of 59 stations were in the ‘severe’ category. The CPCB classes AQI 301-400 as very poor and 401-500 as severe. Bloomberg put the AQI at 379 at 10 am, against 166 in October, the cleanest October in eight years.
Constitutional / Legal / Institutional framework
The Supreme Court answered a reference made to a 7-judge Constitution Bench and said the 5-judge ruling in S Kodar vs State of Kerala (1974) continues to hold the field, so States can levy additional sales tax or surcharge as a percentage of sales tax. The reference became academic because GST law came into force. The Union Cabinet approved the Agniveer extension and the VGF energy-storage scheme. The CPCB defines the AQI categories.
CLAT angle
- Legal Reasoning: a reference becomes ‘academic’ when the law it concerns has been replaced; the earlier Constitution Bench ruling stays good law.
- Legal Reasoning: a larger bench (7 judges) does not overrule a smaller bench (5 judges) unless it decides the question.
- GK: the Agnipath scheme now offers 75% of Agniveers a 2-year extension (4 + 2 = 6 years).
- GK: VGF means Viability Gap Funding; the energy-storage target is 411 GWh by 2031-32.
- Current affairs: Democrats won the US House; the House has 435 seats.
