VIDEO EXPLAINER | 3 NOVEMBER 2026
On 26 October, in Paris, India and France signed a Memorandum of Understanding (MoU) to digitise Indian manuscripts held in the National Library of France, known by its short name BnF. The MoU sits under the Gyan Bharatam Mission. For India, the Secretary of the Ministry of Culture, Vivek Aggarwal, signed; for BnF, its President, Gilles Pécout, signed.
Who is in the partnership
The partnership is not only between two signatories. The National Archives of India, New Delhi and the National Library, Kolkata are also part of it. The National Library in Kolkata is located in the Belvedere Estate at Alipore. Together these institutions give the MoU both a French and an Indian institutional base.
What the MoU covers
The MoU gives a framework for cooperation in five areas: digitisation, technology exchange, conservation, research and development, and cross-sharing on the National Digital Repository. In practical terms, both sides will identify and digitise Indic-origin manuscripts and collections held in BnF. Work will also be done on OCR tools for Indian scripts, cataloguing standards and joint workshops.
What is the Gyan Bharatam Mission?
Gyan Bharatam is a flagship initiative of the Ministry of Culture. Its work is to identify, document, conserve and digitise India’s manuscript heritage. It was announced in the Union Budget 2025-26, with a target of conserving and documenting one crore manuscripts. Prime Minister Narendra Modi has said that India holds roughly one crore manuscripts, the largest such collection in the world.
The National Digital Repository is meant to be a secure, permission-based repository of Indian-origin manuscripts, both in India and abroad. The word "permission-based" matters: access is controlled rather than open to everyone.
Background: the National Mission for Manuscripts
Before Gyan Bharatam, there was the National Mission for Manuscripts, launched by Prime Minister Atal Bihari Vajpayee on 7 February 2003. Its nodal agency is the Indira Gandhi National Centre for the Arts (IGNCA).
Why it matters for the Constitution
Two constitutional provisions connect naturally to this topic. Article 49, a Directive Principle, speaks of protecting monuments and objects declared by Parliament by law to be of national importance. Article 51A(f), a Fundamental Duty, asks every citizen to value and preserve the rich heritage of our composite culture.
Constitutional / Legal / Institutional framework
- Article 49 (Directive Principle): protection of monuments and objects of national importance, as declared by Parliament by law.
- Article 51A(f) (Fundamental Duty): every citizen to value and preserve the rich heritage of our composite culture.
- Ministry of Culture: runs Gyan Bharatam; IGNCA is the nodal agency of the National Mission for Manuscripts.
CLAT angle
- GK: who signed the MoU, where and when (Paris, 26 October; Vivek Aggarwal and Gilles Pécout).
- GK: the five areas of cooperation and the National Digital Repository.
- GK: Gyan Bharatam (Union Budget 2025-26, target one crore manuscripts) versus the National Mission for Manuscripts (7 February 2003, IGNCA).
- Legal Reasoning: Article 49 is a Directive Principle, Article 51A(f) is a Fundamental Duty. Questions often test this distinction.
- Passage-based: heritage preservation, digitisation and permission-based access.
