VIDEO EXPLAINER | 8 NOVEMBER 2026
This note follows the video on IMEC, the India-Middle East-Europe Economic Corridor. The video’s first message is that this new trade route from India to Europe is, for now, only an MoU: eight parties signed it, and it is not legally binding.
Below we keep to what the video says: where and when IMEC was announced, who signed, the route, what else is planned along the rail line, and how the project has moved since. Where the video speaks of hopes or reports, this note does the same.
What IMEC is and how it was announced
IMEC stands for India-Middle East-Europe Economic Corridor. It was announced at the G20 New Delhi summit on 9 September 2023, at a PGII event held at Bharat Mandapam.
The participants are India, Saudi Arabia, the UAE, France, Germany, Italy, the European Union and the United States. That makes eight parties in all.
Israel and Jordan lie on the route, but they did not sign the MoU. This is the point that exam questions on ‘which of these is not a participant’ usually test.
The route and what is planned along it
The corridor has two parts: an east corridor from India to the Gulf, and a northern corridor from the Gulf to Europe.
As the video describes it, goods from India go first by ship to the UAE. From there they travel by rail through Saudi Arabia and Jordan up to a port in Israel. From that port a ship carries them on to Europe.
Along the rail line, the plan includes laying electricity and digital cables and a pipe for clean hydrogen.
How the project has moved since the MoU
The MoU said that the participants would talk within 60 days about an action plan.
In February 2024, India and the UAE exchanged an Inter-Governmental Framework Agreement on IMEC.
In October 2023 the Gaza war began, and the video says the corridor’s pace slowed after that.
In May 2026, a Joint Declaration by India and Italy spoke of taking IMEC forward again. Prime Minister Narendra Modi and Italy’s Prime Minister Giorgia Meloni expressed the hope for the first IMEC Ministerial meeting, so that concrete steps can be taken. Italy also signed an MoU with India on ports and maritime transport.
Two days later, a statement with Cyprus’s President Nikos Christodoulides mentioned IMEC. Cyprus describes itself as a gateway to Europe, but it is not a signatory to the IMEC MoU.
The video also notes that, at a summit, Prime Minister Modi referred to IMEC and put forward a new initiative named IMPACT. Whether a Ministerial meeting has actually been held is not stated in the video; it speaks only of the hope.
Why an MoU is not a treaty
IMEC is an MoU of political commitments. Because of this, it does not create any rights or obligations under international law. A party that does not build its part of the corridor does not break any legal duty under the MoU. This is the legal point at the heart of the video, and it is the easiest one to turn into an Assertion-Reason question.
