India Semiconductor Mission 2.0 and the first chip plants: Explained | CLAT Explainer

VIDEO EXPLAINER | 7 NOVEMBER 2026

As per the video, India has 5 chip plants in commercial production, yet not a single fab is operational. Twelve ISM 1.0 projects have been approved, five units have started commercial production, and India’s first fab, the Tata Electronics and PSMC project at Dholera, is still under construction with commissioning expected in 2028. Semicon 2.0 (ISM 2.0) was approved by the Cabinet on 15 July 2026 with an outlay of Rs 1,27,500 crore. The status below is as of 2 Nov 2026, as per the video.

What happened

The key idea of the video is that India’s chip story has three different status words, and exam questions test whether you can keep them apart: approved, in commercial production, and fab.

The five plants that are running are not fabs. The video says that plants such as Micron and Kaynes only do packaging, meaning they take chips that are already made and assemble, test and package them.

Micron began on 28 February 2026. Its Sanand plant in Gujarat is the first unit under the India Semiconductor Mission (ISM) to reach commercial production.

Kaynes Semicon’s Sanand plant has been running since 31 March 2026, and the CG Semi plant since 4 July 2026.

On 17 September 2026 Prime Minister Narendra Modi started commercial production at CDIL and Suchi Semicon. That brought the count of units in commercial production to five.

India’s first fab is being built by Tata Electronics together with Taiwan’s PSMC at Dholera. Commissioning is expected in 2028, so no fab is operational yet.

On 5 May 2026 the Cabinet approved two more units in Gujarat, which took the number of ISM 1.0 projects to 12. These include a GaN Micro-LED display unit by Crystal Matrix at Dholera and an OSAT unit by Suchi Semicon at Surat.

Background and the rules behind it

The India Semiconductor Mission, or ISM, was approved by the Cabinet on 15 December 2021 with an outlay of Rs 76,000 crore. The 12 projects discussed above are counted under this first phase, called ISM 1.0 in the video.

ISM 2.0 was announced in the Union Budget 2026-27. On 15 July 2026 the Cabinet approved it under the name Semicon 2.0, with an outlay of Rs 1,27,500 crore.

Semicon 2.0 is built on pillars, which include chip design, equipment and materials, fabs, packaging, R&D and talent.

Union Minister Ashwini Vaishnaw said the incentives will be pari-passu. In simple terms, support continues alongside the company’s own investment instead of being paid in one go.

As per the video, silicon fabs get 40% support, while conventional ATMP and OSAT units get 25% support. The percentages are worth remembering together with the unit type they apply to.

A scheme approved by the Cabinet is an executive decision of the Union government. It is a policy and funding decision, not a law passed by Parliament, which is why such schemes are described by their outlay and approval date.

Key terms

  • Fab: A plant where chips are made on silicon wafers. This is the front end of the chip business, and the video says India has no operational fab yet.
  • ATMP / OSAT: Plants that assemble, test and package chips that have already been made. ATMP stands for Assembly, Testing, Marking and Packaging, and OSAT for Outsourced Semiconductor Assembly and Test.
  • GaN Micro-LED display: The kind of display unit that Crystal Matrix is setting up at Dholera, as per the video.
  • Pari-passu: A Latin phrase meaning side by side. Here it means support is released together with the company’s investment.
  • Commercial production: The stage when a unit is actually producing for the market. It is different from being approved or from being under construction.

Constitutional / Legal / Institutional framework

  • ISM and Semicon 2.0 are Cabinet-approved schemes, so they come from the executive and not from a statute.
  • The Cabinet approves the outlay, and Union Minister Ashwini Vaishnaw explained the incentive design in the video.
  • The scheme money is a financial incentive given to companies, which is why support rates such as 40% and 25% matter for exams.

CLAT angle

  • Keep three words apart: approved (12 projects), in commercial production (5 units) and fab (none operational).
  • Micron is the first ISM unit to reach commercial production, but it is a packaging plant and not a fab.
  • ISM 1.0 was approved on 15 December 2021 at Rs 76,000 crore. Semicon 2.0 was approved on 15 July 2026 at Rs 1,27,500 crore.
  • Silicon fabs: 40% support. Conventional ATMP and OSAT units: 25% support.

2028 (expected) Tata Electronics-PSMC fab at Dholera to be commissioned

Mnemonic / memory hook

Remember the three words.

Approved is 12. Commercial production is 5. Fab is 0 operational. The first fab is under construction at Dholera, with commissioning expected in 2028.

Why this matters for exams

Questions on this topic usually combine numbers with status words. The safe way to answer is to ask which of the three categories the question is really about. A plant being approved does not mean it is producing, and a producing plant is not necessarily a fab.

The video also gives a clean timeline to memorise: Micron, then Kaynes, then CG Semi, then CDIL and Suchi Semicon. Pair each name with its date and you can answer both sequence questions and first-in-line questions.

Finally, remember the funding numbers. ISM carried Rs 76,000 crore, and Semicon 2.0 carries Rs 1,27,500 crore. These are the figures given in the video, and they are the numbers to use when a question asks for the outlay.

Quick answers

The Union Cabinet approved Semicon 2.0 (ISM 2.0) with an outlay of:
Rs 1,27,500 crore. As per the video, the Cabinet approved Semicon 2.0 on 15 July 2026 with an outlay of Rs 1,27,500 crore. ISM 2.0 had earlier been announced in Union Budget 2026-27.
Consider the following statements, as per the video (status as of 2 Nov 2026):
1. India's first fab, being built by Tata Electronics and PSMC at Dholera, is under construction.
2. Micron's Sanand plant is a fab.
Which of the above is/are correct?
1 only. Statement 1 is correct: commissioning of the Dholera fab is expected in 2028. Statement 2 is wrong: Micron's plant is a packaging plant that assembles, tests and packages chips.
The first unit under the India Semiconductor Mission to reach commercial production belongs to:
Micron. Micron's Sanand plant started on 28 February 2026 and is the first ISM unit to reach commercial production. Kaynes followed on 31 March 2026.
The Micron plant at Sanand, Gujarat is best described as:
an assembly, testing and packaging plant. As per the video, Micron and Kaynes plants only do packaging. A fab makes chips on silicon wafers, while ATMP and OSAT plants assemble, test and package chips already made.
Arrange these units in the order in which they began commercial production, earliest first:
A. Kaynes Semicon B. CG Semi C. Micron D. CDIL and Suchi Semicon:
C, A, B, D. Micron began on 28 February 2026, Kaynes on 31 March 2026, CG Semi on 4 July 2026, and CDIL and Suchi Semicon on 17 September 2026.
Assertion (A): As of 2 Nov 2026, no fab is operational in India, according to the video.
Reason (R): The Tata Electronics-PSMC fab at Dholera began commercial production in February 2026.
A is true, but R is false. A is true: the first fab is still under construction. R is false: the Dholera fab is expected to be commissioned in 2028, and what started in February 2026 was Micron's packaging plant.
