NHAI Goes AI: In-House System to Flag Faults in Highway Project Reports — AI Governance for CLAT

The National Highways Authority of India (NHAI) is rolling out an in-house Artificial Intelligence system to identify defects in the Detailed Project Reports (DPRs) of new highways — and to suggest fixes — accessible to officials, consultants and contractors.

What Happened

The AI tool flags faulty signages, surfaces lessons from past arbitration and project delays, and can even detect defects from an uploaded photograph. It is trained on NHAI’s own repository of circulars, Indian Roads Congress (IRC) codes and Ministry of Road Transport and Highways (MoRTH) policy documents. A companion Technical Schedule Analyzer reviews DPR Schedules B and C, the technical annexures defining a project’s physical scope.

Faulty DPRs are a long-standing problem flagged by Union Minister Nitin Gadkari; poor reports cause project-cost variations of Rs 200–300 crore.

NHAI is a statutory body under the Ministry of Road Transport and Highways (MoRTH), constituted under the NHAI Act, 1988. A Detailed Project Report (DPR) is the blueprint for a highway, governed by IRC (Indian Roads Congress) codes and MoRTH standards. Using AI for defect-detection raises governance questions of algorithmic accountability and the role of human oversight in public decision-making.
