CURRENT AFFAIRS | 19 JUNE 2026
Prime Minister Narendra Modi on June 19, 2026 disbursed Rs 2,400 crore to 15 lakh beneficiaries under the Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY) — India’s most ambitious employment-linked-incentive scheme. With a near Rs 1 lakh crore outlay, it aims to create over 3.5 crore jobs in two years.
The event, at Vigyan Bhawan in New Delhi, spotlights how the government is using direct incentives to both first-time workers and hiring employers to push formal job creation.
What Happened
At the disbursal event — attended by Labour Minister Dr Mansukh Mandaviya and MoS Shobha Karandlaje — the PM released the incentive to 15 lakh beneficiaries. Introduced in the FY27 (third) budget, PMVBRY has two arms: Part A gives first-time employees up to Rs 15,000 in two instalments via Direct Benefit Transfer (DBT), while Part B gives employers up to Rs 3,000 per month per additional worker for up to four years (extended in manufacturing).
The scheme builds on earlier flagship programmes such as Make in India, Digital India, Startup India, Skill India, PM Mudra and the National Career Service. India’s broader social-security push was recognised when it won the International Social Security Association (ISSA) Award for Outstanding Achievement in Social Security 2025.
⚖️ Policy & Institutional Framework
PMVBRY is an Employment-Linked Incentive (ELI) scheme — rewarding measurable job creation rather than offering open-ended subsidies. Incentives flow through Direct Benefit Transfer (DBT), the Aadhaar-linked transfer architecture that minimises leakage. The scheme is anchored in India’s demographic dividend — a young, large working-age population — and is implemented by the Ministry of Labour & Employment. India’s ISSA Award 2025 underscores its growing social-security credentials.
🎯 Why This Matters for CLAT
Flagship central schemes, DBT and employment policy are staple CLAT GK. PMVBRY’s FY27-budget origin, its two-part structure (worker incentive vs employer incentive) and the ISSA award add the kind of detail examiners build distractor-heavy questions around. Pairing the scheme with concepts like the demographic dividend makes it a high-value revision unit.

“A for Aspirant, B for Boss.” Part A pays the first-time worker (up to Rs 15,000); Part B pays the employer/boss (up to Rs 3,000/month). And “Viksit Bharat Rozgar” = developed India through jobs.
