CURRENT AFFAIRS | 23 MAY 2026
US Secretary of State Marco Rubio begins a four-day India visit (23–26 May 2026), culminating in the Quad Foreign Ministers’ Meeting in New Delhi on 26 May. Foreign Ministers Penny Wong (Australia) and Toshimitsu Motegi (Japan) will join EAM Dr S. Jaishankar. The agenda: Critical & Emerging Tech (CET), semiconductors, Indo-Pacific Maritime Domain Awareness (IPMDA), Quad Cancer Moonshot and rare-earth diversification. The meeting is widely seen as a building block toward the Quad Leaders’ Summit India is set to host later in 2026.
Quad Framework
- Members: India + United States + Japan + Australia.
- Origin: First emerged post-2004 tsunami coordination; formal initiative 2007; revived 2017 (Manila, ASEAN sidelines).
- Foreign Ministers’ Meet: First in 2019 (New York); then 2020 (Tokyo), 2021 (Melbourne), 2022 (Delhi), 2023 (Delhi), 2024 (Tokyo), 2025 (Washington).
- Leaders’ Summit: First virtual 2021; first in-person Washington DC, Sept 2021; India hosted in Delhi 2024.
- Character: A consultative grouping — not a treaty-based military alliance.
- Key initiatives: IPMDA (launched Tokyo 2022), Quad Cancer Moonshot (Wilmington 2024), Quad Investors’ Network, CET cooperation.
CLAT Angle
- Quad’s nature (‘alliance’ vs ‘consultative grouping’) is a classic CLAT distractor — pick consultative.
- India’s strategic autonomy doctrine — partnerships without binding alliances.
- Indo-Pacific geography: First Island Chain, South China Sea, Bay of Bengal — frequent map context.
- IPMDA + Cancer Moonshot + CET = three sub-initiative MCQs you should be able to identify by host summit.
