PM Modi attended the 3rd India-Nordic Summit in Oslo on 19 May 2026 with the heads of government of Sweden, Norway, Denmark, Finland and Iceland. On the sidelines, India and Norway agreed to elevate the bilateral to a Green Strategic Partnership covering climate, clean energy, deep-sea minerals and green shipping. ISRO and the Norwegian Space Agency signed an MoU on expansion of Himadri — India’s Arctic research station at Ny-Alesund, Svalbard, operational since 2008.

King Harald V personally conferred on PM Modi the Grand Cross of the Royal Norwegian Order of Merit, Norway’s highest civilian honour for a foreign head of government. PM Modi is the second Indian PM to receive a top Norwegian honour after Indira Gandhi (St Olav, 1983), and his first visit to Norway is also the first by an Indian PM in 43 years.

Constitutional & International-Law Framework

India’s polar engagement rests on the Svalbard Treaty, 1920 (India a signatory) — Norway holds sovereignty over the archipelago, but all signatories enjoy equal rights to commercial, scientific and resource activities. The Arctic Council, set up in 1996, admitted India as an Observer in 2013. Maritime navigation in polar waters is governed by UNCLOS, 1982 (Article 234 covers ice-covered areas). India’s recent Arctic Policy 2022 identifies six pillars including science, climate, economic and human capital.
