India-Oman CEPA Operational 1 June 2026 — First FTA with a GCC State

The India-Oman Comprehensive Economic Partnership Agreement (CEPA), signed in December 2025 in the presence of PM Modi by Commerce Minister Piyush Goyal and Omani Commerce Minister Qais bin Mohammed Al Yousef, will become operational from 1 June 2026. It is India’s first FTA with a member of the Gulf Cooperation Council. The deal delivers 100% duty-free access for Indian exports to roughly 98% of Omani tariff lines from day one, covering textiles, agri, leather and engineering goods.

The strategic value runs beyond trade. Omani ports of Salalah and Duqm sit on the Arabian Sea, outside the Strait of Hormuz, offering Indian shipping a bypass route amid recurring Iran-Israel tensions. Bilateral trade stood at USD 12.39 billion (FY25) and is projected to cross USD 20 billion in five years.

Constitutional & Treaty Framework

Under the Vienna Convention on the Law of Treaties, 1969, Article 26 codifies pacta sunt servanda (treaties bind in good faith) and Articles 31-33 govern interpretation. Under GATT 1994 Article XXIV, FTAs are a recognised exception to the Most-Favoured-Nation obligation. India’s domestic enabling statute is the Foreign Trade (Development & Regulation) Act, 1992 administered by the DGFT.
