AMCA Foundation Stone in Andhra: Rs 16,000 Cr Stealth Fighter Hub Lands in Sri Sathya Sai

Defence Minister Rajnath Singh, joined by AP CM N Chandrababu Naidu, laid the foundation stone on Friday, May 15, 2026 for India’s Rs 16,000 crore aircraft integration and advanced flight-testing centre for the Advanced Medium Combat Aircraft (AMCA) programme in Andhra Pradesh’s Sri Sathya Sai district. The AMCA is India’s 5th-generation stealth fighter, being developed by the Aeronautical Development Agency (ADA) — a Defence Research and Development Organisation (DRDO) lab — under the broader Atmanirbhar Bharat framework in defence.

Two private-sector commitments accompanied the announcement. Bharat Forge’s subsidiary Agneyastra will set up a future-weapons manufacturing facility with an investment of Rs 1,500 crore. HFCL will establish an electrical-fuse manufacturing facility with an investment of Rs 1,294 crore. Defence Minister Rajnath Singh also announced a consortium of eight drone companies and a dedicated “Drone City” in Kurnool under Make in India for defence.

Defence Minister Rajnath Singh said: “A new era is starting today in Andhra Pradesh, and a historic chapter is being written in India’s defence history.”

Separately on Friday, at a seminar on Unmanned Aerial Systems (UAS) at IAF’s Subroto Park, IAF Chief Air Chief Marshal A P Singh underlined the operational urgency: “Drones, UAS and counter-UAS are very relevant today — it is a reality and not something for the future.” The seminar context included recent reports of US F-15s crossing Kuwaiti airspace per US Centcom updates.

Constitutional & Statutory Framework

Defence is firmly a Union subject. Entries 1 and 2 of the Union List cover “defence of India” and “naval, military and air forces.” Entry 7 covers “industries declared by Parliament to be necessary for defence purposes.” The Defence Acquisition Procedure (DAP) 2020 is the current capital-procurement framework — it replaced the DPP 2016 and introduced new categories including “Buy (Indian-Indigenously Designed, Developed and Manufactured).” The Strategic Partnership Model, 2017 enables Indian private firms to tie up with foreign OEMs for major platforms. DRDO operates under the Department of Defence R&D, MoD. The AMCA programme has been formally sanctioned by the Cabinet Committee on Security (CCS) chaired by PM Modi. The Defence Cooperation Roadmap with the Netherlands (Letter of Intent, December 2025) and similar instruments shape technology partnerships.

Drone/UAS regulation is governed by the Drone Rules, 2021 read with the Aircraft Act, 1934.
