PM Modi-UAE Stopover: 30M-Barrel SPR Storage, USD 5B Infra Investment and a Joint Call for an ‘Open Strait of Hormuz’

PM Narendra Modi held a stopover meeting at Abu Dhabi airport with UAE President Sheikh Mohamed bin Zayed Al Nahyan (‘my brother’) on Friday, 15 May 2026, en route home from the Netherlands. The talks produced three headline outcomes: a UAE commitment to store 30 million barrels of crude at the Indian Strategic Petroleum Reserves Limited (ISPRL) underground facility at Padur near Mangaluru; a USD 5 billion package of UAE infrastructure investments in India; and a Strategic Defence Partnership framework.

PM Modi linked the meeting to the wider West Asia security picture, calling for the Strait of Hormuz to be kept ‘free, open and safe’. Roughly 40% of India’s LPG and 11% of crude imports transit Hormuz. Separately, Iranian Foreign Minister Seyed Abbas Araghchi described Chabahar Port as a ‘golden gateway’ and ‘symbol of cooperation’ between India and Iran.

Constitutional & Statutory Framework

  • Indian Strategic Petroleum Reserves Limited (ISPRL): Special purpose vehicle under the Oil Industry Development Board, Ministry of Petroleum and Natural Gas, formed in 2004. Padur cavern is one of three SPR sites (others: Visakhapatnam and Mangalore Phase I).
  • UNCLOS 1982 — Articles 17 to 19: Right of innocent passage through territorial seas, including straits used for international navigation like Hormuz (Article 38 — transit passage).
  • India-UAE CEPA 2022: Signed Feb 2022; in force from May 1, 2022. Tariff elimination on most lines and dispute-resolution chapter.
  • IMEEC (India-Middle East-Europe Economic Corridor): Announced at the G20 Delhi Summit 2023; links India to Europe via UAE, Saudi Arabia, Jordan and Israel.
  • India-Iran Chabahar 10-year contract (May 2024): India Ports Global operates Shahid Beheshti terminal at Chabahar — a key INSTC node.
