Cabinet Clears Rs 3,030-Crore BHAVYA Rasayan Scheme for 3 Chemical Parks

The Union Cabinet on 24 July 2026 approved the Bharat Audyogik Vikas Yojana Rasayan (BHAVYA Rasayan) scheme with a Rs 3,030-crore outlay to set up three dedicated chemical parks. The move aims to strengthen domestic chemical manufacturing and lift the global competitiveness of India’s chemical industry. Of the total, Rs 3,000 crore is for common infrastructure and utilities and Rs 30 crore for administration, with the scheme rolling out over FY27 to FY31. For CLAT aspirants, it is a clean example of cooperative federalism in action — the Centre and States jointly bankrolling industrial infrastructure.

Federal & Policy Framework

The scheme rests on a Centre-State cost-sharing model: the Centre contributes up to Rs 1,000 crore per park, contingent on a minimum Rs 500 crore contribution by the concerned State. Each park must span a minimum 8 sq km (about 2,000 acres) of encumbrance-free land. Such shared financing of development infrastructure is a textbook illustration of cooperative federalism.
