China’s PLA Atlas Drone Swarm: India’s Counter-UAS Doctrine (CLAT 2027)

CURRENT AFFAIRS | 27 APRIL 2026

DEFENCE & STRATEGIC AFFAIRS | UNION LIST POWERS

The People’s Liberation Army (PLA) of China unveiled the “Atlas” (atelasi) drone swarm system last month — a single mobile platform that, controlled by one operator, can launch up to 96 small/medium-sized speed drones with sub-3-second launch intervals. The drones reidentify targets autonomously and execute multiple coordinated strikes. Atlas is reportedly being tested for the Taiwan Strait, South China Sea and the Line of Actual Control (LAC) with India.

Comparable Western systems include US DARPA’s “Perdix” (103 drones from F/A-18s), the “Offset” programme, and China’s own Jiu Tian “Mothership” (100 drones). For India, the implications post-Operation Sindoor (2025) are sharp: forward LAC posts must invest in counter-UAS, and the indigenous Drone Rules 2021 + Aatmanirbhar Bharat Defence framework must scale.

Constitutional & Legal Framework

  • Schedule VII, List I, Entry 1 — Defence is exclusively a Union subject (Article 246)
  • Article 53(2) — supreme command of the armed forces vests in the President
  • Drone Rules, 2021 — issued by Ministry of Civil Aviation; replaced 2018 UAS Rules
  • Counter-UAS Framework, 2022 (updated 2024) — neutralisation authority with Armed Forces, CAPFs, notified airports
  • Aatmanirbhar Bharat in Defence — successive Positive Indigenisation Lists (5 lists, 500+ items)
  • Wassenaar Arrangement, 1996 — India joined 2017; export controls on dual-use tech including drones
  • Defence Production & Export Promotion Policy, 2020 — exports target USD 5 billion by 2025
  • Geneva Conventions + ICRC AI/Drone protocols — international humanitarian law oversight

Why This Matters for CLAT 2027

  • Defence under Schedule VII appears in nearly every CLAT polity question on federal subject distribution
  • Drone Rules 2021 (MoCA) vs Counter-UAS framework (MoD) is a textbook “which ministry?” trap
  • Operation Sindoor and India’s evolving doctrine is current-affairs gold
  • Wassenaar/MTCR/NSG/Australia Group quartet is a CLAT international-organisations favourite
  • Comparative numbers (Atlas 96, Perdix 103, Jiu Tian 100) reward careful readers

Mnemonic — “ATLAS-LAC”

Autonomous · Targeting · Launched (96) · Auto-reidentify · Swarm. LAC defence: Line of Actual Control vulnerability · Aatmanirbhar (Positive Indigenisation Lists) · Counter-UAS Framework 2024.

Implications & The Road Ahead

Atlas raises three operational priorities for India: (1) fast-track DRDO Project ABHEDYA and indigenous laser/microwave counter-UAV systems; (2) accelerate iDEX (Innovations for Defence Excellence) startup pipelines for swarm/anti-swarm tech; (3) deepen Quad + I2U2 + India-US iCET tech-sharing. Expect the next Defence Acquisitions Council (DAC) meeting to clear emergency procurement under Buy Indian-IDDM. Legally, watch for amendments to Drone Rules 2021 to plug the dual-use loophole around heavy-payload commercial UAVs.

Quick answers

PLA's newly unveiled 'Atlas' (atelasi) drone swarm system can launch how many drones from a single mobile unit, controlled by one operator?
Up to 96. Atlas launches up to 96 small/medium speed drones with sub-3-second launch intervals from a single mobile platform — a leap in autonomous swarm warfare.
Defence is a Union subject under which List of the Seventh Schedule of the Constitution?
List I (Union). Defence of India and every part thereof is Entry 1, List I (Union List), Schedule VII — placing all military matters exclusively with Parliament/Union Govt.
India's Drone Rules, 2021 are issued by which Ministry?
Ministry of Civil Aviation. The Drone Rules, 2021 — replacing the 2018 UAS Rules — are issued by MoCA. Defence drones operate under separate MoD protocols and the Counter-UAS framework.
DRDO (Defence Research and Development Organisation) functions under which ministry?
Ministry of Defence. DRDO, established 1958, is the R&D wing of the Ministry of Defence. It develops indigenous swarm/anti-swarm UAVs under Project ABHEDYA and similar programmes.
Operation Sindoor, in the recent Indian context, refers to:
India's calibrated cross-border response doctrine. Operation Sindoor (2025) is India's calibrated cross-border response framework following the Pahalgam attack — its lessons drive current swarm-defence and counter-UAV procurement.
The Atlas system most directly threatens which strategic Indian interest?
Northern LAC and forward LoC posts. Atlas's mobile launch + swarm saturation is designed for high-altitude border zones (Taiwan Strait, LAC) — neutralising fixed Indian forward posts via low-cost mass.
