The five stories from the CLAT Gurukul Daily News Wrap of 16 October 2026, each with its exam fact: a wider disability pension under a renamed social assistance scheme, World Food Day, two defence contracts for a satellite and torpedoes, India’s move to join a Southern Indian Ocean fisheries treaty, and the end of the Indian Navy’s command of a multinational task force in Bahrain.

1. Cabinet extends the National Social Assistance Programme, disability benchmark cut from 80% to 40%

On 14 October 2026, the Union Cabinet approved the continuation of the National Social Assistance Programme (NSAP) from 2026-27 to 2030-31 with an outlay of ₹53,428 crore. The scheme will be renamed the Pradhan Mantri Samajik Sahayata Yojana. The disability benchmark for the disability pension is reduced from 80% to 40%, and the minimum-age criterion is removed, so eligibility begins from birth. About 3.20 crore beneficiaries across all 36 States and Union Territories are covered. The revised criteria apply once the new guidelines are issued.

Exam fact: NSAP was launched on 15 August 1995 by the Ministry of Rural Development as a step towards fulfilling the Directive Principles, in particular Article 41 (right to work, to education and to public assistance in old age, sickness and disablement).

2. World Food Day, 16 October

World Food Day is observed on 16 October. The Food and Agriculture Organization’s theme for 2026 is “Innovate today. Nourish tomorrow.”

Exam fact: The Food and Agriculture Organization (FAO) was founded on 16 October 1945 in Quebec City, Canada. Its headquarters is in Rome, Italy. World Food Day marks its founding date.

3. Defence Ministry signs two contracts worth ₹4,106 crore

On 15 October 2026, the Ministry of Defence signed two contracts worth ₹4,106 crore in New Delhi: ₹2,563 crore with NewSpace India Ltd (NSIL), Bengaluru, for the GSAT-7C communication satellite for the Indian Air Force, and ₹1,543 crore with Bharat Dynamics Ltd, Hyderabad, for Varunastra heavyweight torpedoes for the Indian Navy.

Exam fact: Varunastra is a ship-launched anti-submarine torpedo developed by the Naval Science and Technological Laboratory (NSTL), a laboratory of DRDO.

4. India to join the Southern Indian Ocean Fisheries Agreement

On 14 October 2026, the Centre approved India’s accession to the Southern Indian Ocean Fisheries Agreement (SIOFA), according to the Ministry of Fisheries, Animal Husbandry and Dairying. India has been a Cooperating Non-Contracting Party since 2022; accession will allow it to become a full member (Contracting Party) once the formal accession is completed.

Exam fact: SIOFA was signed in Rome on 7 July 2006 and entered into force in June 2012.

5. Indian Navy hands over command of Combined Task Force 154 in Bahrain

On 14 October 2026, the Indian Navy handed over command of Combined Task Force 154 (CTF 154) at Manama, Bahrain. It had assumed command on 11 February 2026, the first time the Indian Navy commanded a Combined Maritime Forces task force. During the roughly eight-month tenure, CTF 154 delivered more than 7,800 hours of training to personnel from 39 countries.

Exam fact: The Combined Maritime Forces (CMF) is a partnership of 47 nations, headquartered in Manama, Bahrain.

Constitutional, legal and institutional framework

  • Article 41 (Directive Principles of State Policy): the State shall make effective provision for public assistance in cases of old age, sickness and disablement, within the limits of its economic capacity. NSAP is a step towards this directive.
  • NSAP: a Centrally Sponsored Scheme of the Ministry of Rural Development, launched 15 August 1995; to be renamed Pradhan Mantri Samajik Sahayata Yojana.
  • FAO: founded 16 October 1945 in Quebec City; headquarters Rome.
  • SIOFA: a regional fisheries treaty signed in Rome in 2006, in force since 2012; India a Cooperating Non-Contracting Party since 2022.
  • Combined Maritime Forces: a 47-nation naval partnership headquartered in Manama; CTF 154 is its training task force.

CLAT angle

  • Legal Reasoning / Polity: Directive Principles such as Article 41 are not enforceable in court but guide welfare schemes; a passage may ask how a lower disability benchmark widens the class of eligible persons.
  • GK: founding dates and headquarters (FAO 1945, Quebec City / Rome; CMF in Manama) are classic one-line questions.
  • Defence and science: match the platform to the service (GSAT-7C for the Air Force, Varunastra for the Navy) and the developer (NSTL, DRDO).
  • International relations: difference between a Cooperating Non-Contracting Party and a full Contracting Party of a treaty body.
