What happened
Marco Rubio, the United States Secretary of State, arrived in Jamnagar, Gujarat on 21 October 2026 to visit the refinery complex of Reliance Industries. The stop came a day after he met External Affairs Minister S. Jaishankar in Mumbai on 20 October for talks on the proposed India–US Bilateral Trade Agreement (BTA).
Speaking to the media in Mumbai on 20 October, Rubio said the two countries were “very, very close” to a deal. He said that about 99 per cent of the work is complete, that only a small number of items remain, and that an agreement could come within weeks rather than months. No agreement has been signed yet, so the 99 per cent figure is his assessment of the negotiations, not a final text.
In an interview during the visit, Rubio also addressed two irritants in the relationship. On tariffs he said: “None of these tariffs are done to punish or harm India.” He presented them as part of Washington’s wider approach to the Russia–Ukraine war. On the tightening of US visa rules, including higher H-1B fees, he said the measures target long-standing problems in the US immigration system and are not aimed at India.
At Jamnagar, Rubio called India’s refining capacity “extraordinary” and described India as a refining superpower. The Jamnagar complex can process about 1.4 million barrels of crude oil a day and is the largest single-site refining complex in the world. Reports noted US interest in Reliance processing more crude from the Western Hemisphere, including Venezuela.
The talks have run for more than a year and a half. They slowed over US tariffs on Indian goods, market access for American farm and industrial products, and India’s purchases of Russian crude. Shortly before the visit, Washington waived possible additional tariffs linked to those purchases.
- Secretary of State: head of the US Department of State; the top US diplomat and fourth in the presidential line of succession.
- BTA (Bilateral Trade Agreement): a trade deal between two countries that cuts tariffs and sets rules for market access.
- Tariff: a tax on imported goods.
- US Secretary of State (Oct 2026): Marco Rubio. India’s counterpart: External Affairs Minister S. Jaishankar.
- Rubio’s claim: about 99% of the trade-deal work is done (20 Oct 2026, Mumbai).
- Jamnagar (Gujarat): Reliance refinery, about 1.4 million barrels/day, the world’s largest single-site refinery.
- The US is one of India’s largest trading partners, so tariff relief directly affects Indian exporters.
- Energy is now part of trade diplomacy: crude sources, refining and sanctions shape the deal.
- Visit to Jamnagar: 21 Oct 2026 · Talks with EAM: Mumbai, 20 Oct 2026.
- No deal signed yet; the ‘99%’ figure is Rubio’s own assessment.
