VIDEO EXPLAINER | 8 NOVEMBER 2026
As per the video, an Indian passport is not proof of citizenship. It is only a travelling document, and this was clarified on 24 June 2026. The video explains that the Citizenship Rules changed after 30 April 2026, that the passport clarification came from the Ministry of External Affairs, and that the major changes in the Rules were made by the Home Ministry.
What happened
The key idea of the video is simple: holding a passport and being a citizen are two different things. A passport lets a person travel. It does not, by itself, establish that the person is a citizen of India. The video says this became clear on 24 June 2026.
The video then walks through the changes to the Citizenship Rules after 30 April 2026. The old requirement of submitting documents in duplicate has been removed.
Under the new Rules, a minor cannot keep an Indian passport together with the passport of another country. Another change is about appeals: a revision against a citizenship order will now be heard by an authority one rank higher.
A further amendment dated 18 May 2026 requires some applicants to declare their Pakistani, Afghan or Bangladeshi passport. Such passports have to be surrendered within 15 days of approval.
In August 2026 the Home Ministry gave District Collectors, in several States and Union Territories, the authority to grant citizenship under the CAA.
Background and the rules behind it
The video grounds the topic in the Constitution. Article 11 gives Parliament complete power to make laws on citizenship. That is why citizenship is governed by an Act of Parliament and by Rules made under it, and not by passport practice.
Under Section 9 of the Citizenship Act, 1955, if an Indian citizen takes the citizenship of another country, the Indian citizenship ends automatically. Because of this, India has no concept of dual citizenship.
The OCI card is also not dual citizenship. As per the video, an OCI holder cannot vote, cannot become an MP or MLA, and cannot become a Judge of the Supreme Court or a High Court.
The video also separates two departments. The Ministry of External Affairs gave the clarification on the passport, while the Home Ministry made the major changes in the Citizenship Rules. In exam answers, keep the two ministries apart.
The decentralisation point is worth noting. Giving District Collectors the power to grant citizenship under the CAA, in several States and Union Territories, moves the decision closer to the applicant.

Mnemonic / memory hook
Passport travels, Parliament decides.
A passport only lets you travel. Article 11 lets Parliament decide who is a citizen, and Section 9 ends your citizenship if you take another country’s. So there is no dual citizenship, and OCI is not one.
Why this matters for exams
Questions on this topic usually test one confusion: treating a travel document as a citizenship document. The video resolves it directly. The passport is a travelling document, and citizenship comes from the law made under Article 11.
A second favourite is the ministry split. The passport clarification came from the Ministry of External Affairs, while the Rules were changed by the Home Ministry.
Finally, remember the limits of the OCI card. It does not give the right to vote, to become an MP or MLA, or to become a Judge of the Supreme Court or a High Court. Keep these with the Section 9 rule on automatic loss of citizenship.
