US Secretary of State Marco Rubio arrived in India ahead of the Quad Foreign Ministers’ Meeting on 26 May 2026. The dialogue, hosted in Delhi, will focus on the Indo-Pacific architecture, secure supply chains, and critical & emerging technologies — a moment that crystallises India’s pivot toward issue-based plurilateralism while preserving its strategic autonomy.
Institutional Framework
- Quadrilateral Security Dialogue (Quad) — Informal strategic forum of India, USA, Japan, Australia. Origin: 2007 (Shinzo Abe’s ‘Confluence of Two Seas’). Lapsed after 2008. Revived in November 2017 at the ASEAN Summit in Manila.
- Indo-Pacific Oceans Initiative (IPOI) — Launched by PM Modi at the East Asia Summit, Bangkok, 2019. Seven pillars including maritime ecology, security, and capacity-building.
- FOIP — Free and Open Indo-Pacific — A shared vision underpinning Quad’s working agenda.
- Critical & Emerging Tech (CET) Working Group — Quad pillar on 5G/6G, semiconductors, AI, biotech.
- India is NOT a member of IPEF‘s Trade Pillar but joined Supply Chain, Clean Economy and Fair Economy pillars.
