1. Economics Nobel 2026: Hall and Woodford

The Royal Swedish Academy of Sciences awarded the 2026 Economics Nobel to Robert E. Hall (Stanford University, California) and Michael Woodford (Columbia University, New York) on 12 October 2026. Their citation reads: “microeconomic foundations of macroeconomic stabilisation.” Their research shows that well-timed fiscal and monetary policy can smooth economic peaks and troughs. The prize is technically the Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel, established in 1969 by Sweden’s central bank — the only Nobel prize not stipulated in Alfred Nobel’s 1895 will.

2. Anti-CEC Protests and Article 22

Opposition leaders Mallikarjun Kharge and Rahul Gandhi visited the Supreme Court Registry in Delhi on 12 October 2026, filing a petition seeking a probe into the voter roll Special Intensive Revision (SIR) process under Chief Election Commissioner Gyanesh Kumar. Protests against the CEC have been ongoing in Delhi. In cases of preventive detention, Article 22(4) of the Indian Constitution provides that no law may authorise detention beyond three months unless an Advisory Board — comprising current or former High Court judges — reports grounds for continued detention.

3. India Retail Inflation at 5.54%

India’s retail inflation measured by the Consumer Price Index (CPI) rose to 5.54% in September 2026, driven by costlier food items, according to the Ministry of Statistics and Programme Implementation (MoSPI). The Reserve Bank of India’s inflation mandate targets 4% CPI with a ±2 percentage point tolerance band; the upper tolerance limit is 6%. The September reading remains within the band but above the 4% target.

6. Russia–Ukraine Energy Ceasefire

US President Donald Trump announced on 12 October 2026 that Russia and Ukraine had agreed to an “energy ceasefire,” under which both sides would halt attacks on energy infrastructure — power plants, oil refineries, and pipelines. 7. El Niño Sets Pacific Temperature Record

The European Union’s Copernicus Climate Change Service reported on 12 October 2026 that El Niño had set a temperature record in a key zone of the Pacific Ocean. El Niño is a periodic warming of the central and eastern Pacific that disrupts global weather patterns and weakens the Indian summer monsoon.

8. International Day for Disaster Risk Reduction (13 Oct)

13 October is observed annually as International Day for Disaster Risk Reduction (IDDRR), declared by the United Nations General Assembly in 1989. The Sendai Framework for Disaster Risk Reduction 2015–2030 — adopted at the Third UN World Conference on Disaster Risk Reduction in Sendai, Japan, in March 2015 — is the current global policy framework. The United Nations Office for Disaster Risk Reduction (UNDRR), headquartered in Geneva, coordinates global efforts.

Constitutional & Institutional Framework

  • Article 22(4), Constitution of India: Preventive detention cannot exceed three months without an Advisory Board — comprising current or former High Court judges — reporting grounds for continued detention. Articles 22(1)–(2) cover ordinary arrest rights; Article 22(3) lists exceptions (enemy aliens, preventive detention laws).
  • Sveriges Riksbank Prize (Economics Nobel): Established 1969 by Sweden’s central bank; administered by the Royal Swedish Academy of Sciences; NOT among the five original Nobel prizes in Alfred Nobel’s 1895 will (Physics, Chemistry, Medicine, Literature, Peace).
  • Légion d’honneur: France’s highest state decoration; founded by Napoleon Bonaparte in 1802; awarded by the President of France to nationals and foreign citizens alike.
  • Sendai Framework 2015–2030: Global disaster risk reduction framework adopted March 2015, Sendai, Japan; supersedes the Hyogo Framework 2005–2015. Administered by UNDRR (UN Office for Disaster Risk Reduction), HQ Geneva.
  • RBI Inflation Mandate: CPI target 4% ±2% (tolerance band 2%–6%); upper limit is 6%; set by statute under the Reserve Bank of India Act, 1934 (as amended).
CLAT 2027 Exam Angle

  • GK — Nobel weeks (October) are high-yield: Expect direct questions on the laureates (Hall, Woodford), their universities (Stanford, Columbia), the prize name (Riksbank Prize), founding year (1969), and the fact that it is not among the original five Nobels.
  • Legal Reasoning — Article 22: Sub-clauses are a standard passage source. Article 22(1)–(2) = right to be informed of arrest and consult a lawyer; Article 22(3) = exceptions for enemy aliens and preventive detention; Article 22(4) = Advisory Board review within three months.
  • GK — Economic indicators: CPI at 5.54% (Sept 2026), RBI mandate (4% target, ±2% band, 6% upper limit) are standard one-line MCQ items and context-setters for Legal Reasoning passages on economic rights.
  • GK — International affairs: Russia–Ukraine energy ceasefire and DPRK weapons tests are live IR topics for the current-affairs passage; DPRK full form (Democratic People’s Republic of Korea) and capital (Pyongyang) are frequently tested.
  • GK — Important days: IDDRR (13 October), the Sendai Framework (2015–2030), UNDRR, and the UNGA 1989 declaration are standard one-line GK facts. The Légion d’honneur year (1802) and Napoleon connection are also tested.
