1. First BIMSTEC Home Ministers’ Meeting, New Delhi
India hosted the first-ever meeting of BIMSTEC Home Ministers in New Delhi on 13 October 2026 — the first such ministerial meeting since the grouping was set up in 1997. A Senior Officials’ Meeting of the home and interior ministries was held a day earlier, on 12 October. The meeting adopted the Delhi Declaration and approved five regional security initiatives covering human trafficking, drug control, money laundering, terror financing and illicit financial flows. The declaration stresses information sharing, mutual legal assistance, extradition and capacity building among law-enforcement agencies, and asks the BIMSTEC Joint Working Group on Counter-Terrorism and Transnational Crime to follow up on implementation. Bangladesh was represented by its Home Affairs Senior Secretary rather than its minister. The decision to hold home-minister-level meetings dates back to the 4th BIMSTEC Summit in Kathmandu (August 2018).
2. PM GatiShakti National Master Plan Turns Five
The PM GatiShakti National Master Plan completed five years on 13 October 2026; it was launched on 13 October 2021. GatiShakti is a GIS-based digital platform that lets ministries plan highways, railways, ports, airports, waterways, gas pipelines and logistics corridors together, on a shared map, instead of in separate silos. By 2025 it had brought 44 central ministries and all 36 States and Union Territories onto the platform, and its Network Planning Group examines big infrastructure projects for multimodal connectivity before approval. The plan is anchored in the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry, and is closely linked to the National Logistics Policy (2022).
3. 30% Trade-Margin Cap on Cancer Medicines
The National Pharmaceutical Pricing Authority (NPPA), at its 151st meeting on 8 October 2026, approved in principle a cap of 30% on trade margins (calculated on the maximum retail price) for identified non-scheduled anti-cancer medicines. The decision was taken under Paragraph 19 of the Drugs (Prices Control) Order, 2013, which allows the government to act in extraordinary circumstances in the public interest. NPPA’s analysis found average trade mark-ups of about 170% on such medicines. An expert committee under the Directorate General of Health Services is to finalise the list of drugs to be covered, after which NPPA will issue a formal notification. The step follows a February 2019 exercise that capped trade margins on 42 anti-cancer drugs. The pricing of cancer medicines is also before the Supreme Court, where a bench is hearing a matter on high mark-ups.
4. NHRC Marks Its 33rd Foundation Day
The National Human Rights Commission (NHRC) celebrated its 33rd Foundation Day on 12 October 2026 at Vigyan Bhawan, New Delhi, with Chief Justice of India Surya Kant as the chief guest. The NHRC was set up on 12 October 1993 under the Protection of Human Rights Act, 1993. It is a statutory (not constitutional) body; its chairperson must be a former Chief Justice of India or a former Supreme Court judge. The present chairperson is Justice V. Ramasubramanian (retd.). According to the Commission, it has handled over 24 lakh cases since 1993, including about 3,100 taken up suo motu, and has recommended more than ₹274 crore as monetary relief in 9,085 cases.
5. INS Trishul in the UK for Exercise KONKAN-26
The Indian Navy’s guided-missile stealth frigate INS Trishul is at Plymouth, United Kingdom, for Exercise KONKAN-26 with the Royal Navy, scheduled from 8 to 15 October 2026. The exercise has a harbour phase (professional exchanges, cross-deck visits, sports and cultural events) and a sea phase (air-defence drills, anti-submarine exercises, firing serials and cross-deck helicopter landings). According to the Ministry of Defence, KONKAN aims to improve interoperability between the two navies. It is a bilateral India–UK naval exercise held regularly since 2004.
