DAILY NEWS WRAP | 9 OCTOBER 2026
The Daily News Wrap for 9 October 2026 covers six stories from 8 October: a claimed Houthi strike on Riyadh’s airport and Air India’s response, the Nobel Prize in Literature, the GST Council’s recommendation on arrest powers, the death of Apollo software pioneer Margaret Hamilton, India’s choice of a career diplomat as Ambassador to Nepal, and World Post Day.
1. Houthis claim strikes on Riyadh airport; Air India turns back
Yemen’s Houthi rebels (Ansar Allah) claimed strikes on King Khalid International Airport in Riyadh, the capital of Saudi Arabia, on 8 October 2026. Air India turned a Riyadh-bound flight back mid-air and temporarily suspended further flights to the city. Exam fact: the Houthis have been fighting a Saudi-led coalition in Yemen since 2015.
2. Nobel Prize in Literature 2026: Anne Carson
The Swedish Academy, Stockholm, announced on 8 October 2026 that the Nobel Prize in Literature goes to the Canadian author and classicist Anne Carson “for her bold and inventive oeuvre that, in playful dialogue with the classical tradition, has created new forms for contemporary literature”. Carson published a series of notable works in the 1990s. Exam fact: the Literature prize is awarded by the Swedish Academy, Stockholm.
3. GST Council recommends ending arrest powers of GST officers
The 57th meeting of the GST Council, chaired by Finance Minister Nirmala Sitharaman on 8 October 2026, recommended removing the arrest powers of GST officers by deleting Section 69 of the CGST Act, and raising the threshold for criminal prosecution to ₹5 crore. This is a recommendation only: to change the law, Parliament must amend the CGST Act. Exam fact: the GST Council is a constitutional body under Article 279A, and the Union Finance Minister is its chairperson.

4. Margaret Hamilton, Apollo software pioneer, dies at 90
Margaret Hamilton, who led software work for NASA’s Apollo lunar programme, has died at the age of 90. The Massachusetts Institute of Technology (MIT), where she worked from 1959 to the mid-1970s, called her a “computing pioneer” and said she died on 30 September. Hamilton led MIT’s Software Engineering Division and coined the term “software engineering”. Exam fact: Apollo 11 put humans on the Moon for the first time in July 1969.
5. India to send a career diplomat as Ambassador to Nepal
India has proposed a career Indian Foreign Service officer, Mr. Dalela, the Secretary (Economic Relations) in the Ministry of External Affairs, as its next Ambassador to Nepal, rather than a political appointee. The proposal was forwarded to Kathmandu on 6 October 2026 and is expected to be approved by the Nepal government. Exam fact: the India–Nepal Treaty of Peace and Friendship, 1950 defines the special, open relationship between the two countries.
6. World Post Day: 9 October
World Post Day is observed every year on 9 October, the anniversary of the founding of the Universal Postal Union (UPU) in 1874 in Berne, Switzerland. The UPU is a specialised agency of the United Nations with 192 member countries, and its headquarters is in Berne. India Post runs the world’s largest postal network.
Legal, constitutional and institutional points
- Article 279A: creates the GST Council; the Union Finance Minister chairs it. Its decisions on law are recommendations; the CGST Act is changed only by Parliament.
- Section 69, CGST Act: the provision on arrest powers that the Council has recommended removing; prosecution threshold proposed at ₹5 crore.
- Ambassador to Nepal: India forwarded its proposal for a career IFS officer to Kathmandu on 6 Oct 2026 for the Nepal government’s approval.
- India–Nepal Treaty of Peace and Friendship, 1950: the base of the open India–Nepal relationship.
- Universal Postal Union: UN specialised agency, founded 1874, headquarters Berne, 192 members.
- Swedish Academy: awards the Nobel Prize in Literature.
The CLAT angle
- Legal Reasoning: the GST story tests the difference between a Council recommendation and a change in the statute, which needs Parliament.
- Polity GK: Article 279A, and who chairs the GST Council (the Union Finance Minister).
- International organisations: UPU founded 1874 in Berne; World Post Day falls on its founding date, 9 October.
- Persons in news: Anne Carson (Literature, Canada); Margaret Hamilton (Apollo software, coined “software engineering”).
- Map and IR: King Khalid International Airport is in Riyadh; the India–Nepal treaty dates to 1950.

Memory hook
“Riyadh turned back, Carson wrote forward, Sixty-nine set aside.” Air India turned back from Riyadh; Anne Carson’s Nobel is for new forms built on the classics; Section 69 (arrest powers) is only recommended for removal, so Parliament still has to act. For the day’s dates, pair 9 October with 1874 (UPU, Berne).
