111 Killed in Violent UP Storm: IMD Calls Winds ‘Unusually Intense’ | CLAT 2027

CURRENT AFFAIRS | MAY 15, 2026

At least 111 people died, 72 were injured, 227 houses damaged and 170 animals killed across 26 districts of Uttar Pradesh in the violent storm of May 13-14, 2026. The worst-hit districts were Prayagraj (21 deaths), Mirzapur (19), Bhadohi (16), Fatehpur (11) and Sonbhadra (8). The India Meteorological Department (IMD) called the wind speeds “unusually intense”, with gusts up to 100 kmph caused by interaction between a north-west UP cyclonic circulation, easterly moisture-laden winds from South India and westerly winds from West Rajasthan in the mid-troposphere. CM Yogi Adityanath announced Rs 4 lakh ex-gratia per family. Russian President Vladimir Putin condoled to PM Modi. For CLAT 2027, this is a high-yield Environmental Law + Disaster Management passage on the DM Act 2005, NDMA architecture and Art 21 right to a clean environment.

Constitutional & Legal Framework

  • Article 21 — Right to life includes right to a clean and healthy environment (Subhash Kumar v Bihar).
  • Article 48A (DPSP) — State shall endeavour to protect and improve the environment.

  • Environment Protection Act, 1986 — umbrella legislation post Bhopal gas disaster.
  • Pravasi Bhalai Sangathan v UOI (2014) — State duty in welfare and relief operations.

Why It Matters for CLAT 2027

High-probability passage angles:

  • Doctrine of force majeure and state liability in natural disasters.
  • Polluter pays + precautionary principle — Vellore Citizens Welfare Forum v UOI (1996).
  • Public trust doctrine — M C Mehta v Kamal Nath (1997).
  • NDRF vs SDRF funding (Finance Commission allocations).
  • Sustainable development as a basic feature — Indian Council for Enviro-Legal Action.
  • Climate change framing: El Niño 2025-26 modeled as ‘weak-to-moderate’.
