DAILY NEWS WRAP | 11 OCTOBER 2026
The Daily News Wrap for 11 October 2026 covers nine stories: US sanctions on the International Criminal Court, a US licence for Russian diesel, a magnitude 7.7 earthquake in Panama, the RBI’s special dollar window for oil companies, UNCTAD’s growth projection for India, a parliamentary panel’s report on the National Testing Agency, the air exercise Tarang Shakti 2026, the Nobel Peace Prize, and the International Day of the Girl Child.
1. US Treasury puts the International Criminal Court on its sanctions list
On 9 October 2026, the US Treasury’s Office of Foreign Assets Control (OFAC) added the International Criminal Court (ICC) itself to its Specially Designated Nationals (SDN) list. The ICC called the sanctions “an assault on the rule of law”. Exam fact: the ICC is the court set up under the Rome Statute, which entered into force on 1 July 2002; its seat is The Hague, Netherlands.
2. US licence for sales of Russian diesel until April 2027
Also on 9 October, OFAC issued Russia-related General License 135, which authorises transactions for the sale, delivery, offloading and import of diesel fuel of Russian origin until 7 April 2027. According to reports, diesel prices had risen worldwide after attacks on Russian refineries led Russia to stop diesel exports.
3. Magnitude 7.7 earthquake strikes Panama
A magnitude 7.7 earthquake struck Panama on 9 October 2026 (17:56 UTC), about 12 km west-southwest of Pitaloza Arriba, at a depth of 12.6 km. The United States Geological Survey (USGS) first reported it as magnitude 8, then revised it to 7.6, and its updated figure is 7.7. Exam fact: Panama lies on the Pacific Ring of Fire, where the Cocos, Nazca and Caribbean plates meet.
4. RBI opens a special dollar window for oil companies
In a press release on 10 October 2026, the Reserve Bank of India opened a special window for Indian Oil (IOCL), Hindustan Petroleum (HPCL) and Bharat Petroleum (BPCL). From 12 October, the RBI will meet their entire daily dollar requirement, to ease pressure on the rupee as crude oil prices rise.
5. UNCTAD: India the fastest-growing major economy in 2026
The Trade and Development Report 2026 of the United Nations Conference on Trade and Development (UNCTAD), released on 9 October, projects India to be the fastest-growing major economy in 2026, at 7.3%. Exam fact: UNCTAD was set up in 1964 and is headquartered in Geneva.
6. Parliamentary panel recommends NTA reforms
The Parliamentary Standing Committee on Education (Education, Women, Children, Youth and Sports), in its 382nd report, “Reforms and Strengthening of the National Testing Agency”, recommended holding major exams in computer-based test (CBT) mode and building a large, continuously updated question bank. It also asked the government to consider reasonable age and attempt limits. These are recommendations only; they do not change any exam rule by themselves.
7. Tarang Shakti 2026 under way at Jodhpur
The Indian Air Force’s multinational air exercise Tarang Shakti 2026, its second edition, is being held from 26 September to 12 October 2026 at Air Force Station Jodhpur. The air forces of 7 countries (Australia, Bangladesh, France, Germany, Sri Lanka, the UAE and the USA) are taking part, with 32 observer nations.
8. Nobel Peace Prize 2026: Navi Pillay
The 2026 Nobel Peace Prize has been awarded to South African human-rights jurist Navanethem (Navi) Pillay, as announced on 9 October 2026.

9. International Day of the Girl Child: 11 October
11 October is the International Day of the Girl Child. The 2026 theme is “End child marriage and invest in girls’ rights”. Exam fact: the UN General Assembly declared the day through Resolution 66/170 of 19 December 2011.
Legal, constitutional and institutional points
- International Criminal Court: created by the Rome Statute (in force 1 July 2002); seat at The Hague. On 9 Oct 2026 the US placed the Court itself on OFAC’s SDN list.
- OFAC general licences: an executive tool to permit transactions that sanctions would otherwise block (GL 135 for Russian diesel, until 7 April 2027).
- Parliamentary Standing Committees: their reports recommend; only the government or Parliament can turn them into binding rules (382nd report on the NTA).
- RBI: manages foreign-exchange operations; the special window for IOCL, HPCL and BPCL starts 12 Oct 2026.
- UN bodies in the news: UNCTAD (1964, Geneva); UN General Assembly Resolution 66/170 (2011) on the Day of the Girl Child.
The CLAT angle
- Legal Reasoning and GK: the ICC sanctions story can lead to questions on the Rome Statute, the Court’s seat and when it came into force.
- Read “recommends” carefully: the NTA panel’s age and attempt limits are proposals, not rules. An option saying they are now binding is wrong.
- Geography: Panama lies on the Ring of Fire where the Cocos, Nazca and Caribbean plates meet; know why magnitudes get revised.
- Economy: the RBI’s dollar window eases rupee pressure; UNCTAD projects India at 7.3% for 2026.
- Awards, defence and days: Navi Pillay (Peace); Tarang Shakti 2026 at Jodhpur; 11 October and Resolution 66/170.

Then count the numbers: 7.3% (UNCTAD), 382 (NTA report), 7 + 32 (Tarang Shakti), 66/170 (Girl Child Day).
